Apply for a grant for independent schools for social and healthcare professions

As an independent, non-profit school organisation, you can apply for a subsidy from the state.

This applies to approved alternative schools or recognised supplementary schools

  • for healthcare professions and
  • for social professions

which are independently organised and operate on a non-profit basis.

The amount of the grant for the funding year is calculated as follows: The number of your pupils in the eligible educational programmes is multiplied by the capitation rate determined for each school. In the case of alternative schools, the capitation rate is calculated on the basis of the costs incurred at a corresponding school in the public school system. 80% of the costs calculated in this way are covered. Supplementary schools receive subsidies in accordance with the state budget.

Responsible authority

The responsible funding authority is the regional council in whose district the school is located (Department 2).

Details

Prerequisite

  • Funding requires that
  • the school is an independent specialised school for healthcare professions or social professions
  • the school is approved as a substitute school or recognised as a supplementary school
  • pupils are taught in the eligible programmes
  • the lessons have been offered for at least three years (the waiting period may be waived, for example, if a school is merely being expanded to include a physically attached educational programme)
  • t the work is not-for-profit.

The following educational programmes are supported:

  • Alternative schools: Dietary assistance, speech therapy, medical-technical assistant professions and medical technology, physiotherapy (schools for healthcare professions); everyday care, geriatric care (phased out), geriatric care assistance (one and two-year), work education, home and family care, curative education assistance, curative education, youth and home education (schools for social professions)
  • Supplementary schools (full-time): Occupational therapy, masseur and masseuse, and medical bath attendant, podiatry (schools for healthcare professions)

Procedure

As an authorised sponsor, you can apply for the subsidy annually. Please submit a separate application for each educational programme.

You will receive the necessary information for your application from your responsible authority in December before the funding year.

Once your funding authority has checked the application documents received in the spring, it will approve a provisional funding amount. This is based on the previous year's funding and takes into account the provisionally applicable capitation rates. A large part of the funding amount is paid out in monthly instalments until November as an advance payment. Instalments that are due before the decision becomes final will be made up as a one-off payment.

On the basis of this figure, the funding authority prepares the final decision by the end of November/beginning of December and calculates the final funding amount. The monthly payments already made and a lump sum for copyright claims are offset against this final funding amount. Payment is usually made in December if the final funding amount exceeds the instalments already paid by November.

If the total of the instalments already paid out exceeds the final funding amount, the overpaid amount must be refunded by the school authority. Further information can be found in the notification. To speed up the payment process, the school authority can submit a waiver of appeal to the responsible funding authority. The relevant form will be sent together with the decision.

Deadlines

You must submit your completed application documents to your funding authority by the end of January. The exact application deadline can be found in the information sent to you by your funding authority. The application deadline may vary depending on the administrative district and calendar year. In the administrative district of Tübingen, the application must be submitted by 15 November of the previous year.

By the end of October of the current funding year, you as the school authority must inform your responsible funding authority of the exact number of pupils based on the official school statistics. The deadline is always in October, although the date varies from year to year).

In the following year, the school authority submits the proof of utilisation for the previous calendar year. The regional council in whose district the funding is granted decides on the deadline (only required for supplementary schools).

Required documents

  • Number of students per course and class (with exact course name and start and end dates)
  • Certificate of compliance with the statutory requirements in accordance with Sections 51, 59, 60 and 61 of the German Fiscal Code (AO) (has replaced the former provisional non-profit certificates)
  • Cost and financing plan (only required for supplementary schools)
  • Extract from the official school statistics: "Overview 3 - List of courses and classes" (immediately after the annual deadline in October)
  • Proof of utilisation, completed and signed (in the following year, only required for supplementary schools, the form is enclosed with the approval notice)
