Apply for a licence for waste management activities in accordance with the Closed Substance Cycle Waste Management Act

If you take up a waste management activity involving hazardous waste, you must apply for a licence from the competent authority. This includes, for example, collectors, carriers, traders and brokers of hazardous waste. If you are exempt from the authorisation requirement, notification of your activity is sufficient. If significant circumstances have changed, you must reapply for a licence. The authorisation requirement applies to both national and cross-border waste shipments.

Prerequisite

The competent authority must grant the licence if

no facts are known that give rise to concerns about the reliability of the proprietor or the persons responsible for the management and supervision of the establishment, and
the proprietor, insofar as he is responsible for the performance of the establishment, the persons responsible for the management and supervision of the establishment and the other personnel have the necessary technical and professional expertise for their activities.

In the case of the online form, you must provide a qualified electronic signature to finalise the application.
For example, the signature card used in the electronic waste records procedure and the card reader used there can be used for this purpose. Signature software from Governikus, Signer WebEdition, is required for the signature. The software must be installed locally on your computer system in advance. You can find the download with instructions on the GOES website.
The authority will send you a confirmation of receipt.
After checking the application and your documents, the authority can request additional documents, grant the licence with or without ancillary provisions or reject the licence
