Suitability as an expert body according to the Heating Costs Ordinance - apply for confirmation
Heat cost allocators for recording the proportional heat consumption
- must comply with the recognised rules of technology or
- their suitability must be proven in another way.
Expert bodies shall test and confirm that the construction types of heat cost allocators are suitable. Natural and legal persons who have had their suitability confirmed by the authority may act as expert bodies.

Prerequisite
Prerequisites for the confirmation of suitability are:
- You have
- have extensive metrological systems and equipment for testing heating systems, as well as
- appropriately qualified personnel.
- The metrological equipment must meet the requirements of the Physikalisch-Technische Bundesanstalt.
These are minimum requirements for the testing of heat cost allocators. Ask the Physikalisch-TechnischeBundesanstalt forthe exacttechnical requirements.
Procedure
You can apply for confirmation of suitability as an expert body informally to the Tübingen Regional Council.
In cooperation with the Physikalisch-Technische Bundesanstalt, it will check your suitability and issue the confirmation of suitability if the result is positive.

- Information and proof of suitable spatial accommodation and technical equipment in accordance with the requirements of the Physikalisch-Technische Bundesanstalt
- Proof of the expertise, reliability and independence (i.e. neutral and objective testing activity, economic independence) of the management and staff
- Information on the type of heat cost allocators to be inspected
- Proof of the funds required for maintenance and proper operation
Note: The Regional Council of Tübingen may request further information and documents, insofar as this is necessary for the assessment of the confirmation requirements.
